Create a new organization

Creates a new organization with the specified configuration. Organizations serve as the top-level container for all resources including environments, packages, workspaces, and user groups.

Raw invite token (e.g. ABCDE-FGHJK). When supplied, the system-level can_create_organization permission check is bypassed — the invite is the authorization. Required for self-serve signup; omit for direct-create by privileged users.
